I examine changes occurring in the last two decades in academic knowledge-making, and specifically in the natural sciences. Concretely, I focus on research assessment as an increasingly dominant practice of quality control. Previous analyses of the research assessment system in the Czech Republic argue that the system has been designed to suit primarily the practices of the natural sciences (Linkova and Stockelova 2012; Stockelova 2012). In this dissertation I am therefore interested in what forms research assessment takes in the natural sciences and what impacts it is having in terms of knowledge making practices, formation of researchers' subjectivities and, lastly, in terms of the future of research in the natural sciences. Assessment of informetric, bibliometric and scientometric methods as a tool for support and evaluation of research in European context

This thesis is concerned with the topic of research evaluation by bibliometric methods at European level. European level is defined in two perspectives: first as a set of countries grouped in EU (and its historic predecessors), second the Framework Programmes were appointed as a representative of pan-European research. It is investigated how bibliometric methods are used in a research development and evaluation on both political and academic level. The thesis maps the history of use of bibliometric methods and indicators in great detail and it analyzes the aim and impact of such use. The rationale of use of those methods as well as the enablers such as availability of data are investigated. An experiment of constructing and analyzing the set of relevant data is pursued to assess the relevancy and feasibility of such analysis. Based on the findings the thesis summarizes the options and opportunities of bibliometrics as a method for formation and evaluation of European research.

NEW TOOLS OF RESEARCH GOVERNANCE: Cases of research policy implementation in the Czech Republic, Sweden and the European Union

Research policy has become increasingly important for policymakers in Europe as it is considered to be a driving force behind the global knowledge-based economy. An array of new tools for the evaluation and funding of research have been implemented both by the European Union and its Member States; particularly distinctive are those that have been developed in the Czech Republic and Sweden. This dissertation, through four cases studies, investigates why these tools have appeared and what effects they have on the practice of research. Using a conceptual framework of public administration ideal-type narratives, the dissertation shows that these new tools can be considered as New Public Management type reforms. Further, the dissertation creates a theoretical model in which institutional theories are operationalized and used to reveal the politics behind the policy tools and the way that they affect individual behavior in the academic environment. The results demonstrate that strong influences are exerted by the rational choice logics embedded in New Public Management tools, which do distort the practice of research, yet these influences are also tempered by other historically and normatively-based logics within the complex system of research in higher education institutions.
